What is the difference between basic salary, variable pay and allowances?

The short answer

Basic salary is fixed in the contract, allowances are added for a set reason like housing or transport, and variable pay moves with performance. Variable pay covers items such as incentives and commissions, and the difference matters because laws calculate some entitlements on one element and not another.

Step by step

  1. 1

    Basic salary

The fixed part agreed in the contract, and in many systems entitlements such as the end-of-service gratuity are built on it.

  2. 2

    Allowances

Fixed or conditional, such as housing, transport, phone and nature-of-work allowances, with the conditions of each set by the contract or the work regulations.

  3. 3

    Variable pay

Incentives, commissions, overtime and bonuses, paid under written rules that link them to performance or hours worked.

  4. 4

    The effect in Egypt

The insurable wage includes incentives, commissions and overtime pay, and excludes allowances for work expenses and the housing and car allowances that stand for in-kind benefits, under Article 1 of Law No. 148 of 2019.

  5. 5

    The effect in the Gulf

In the UAE and Qatar the end-of-service gratuity is calculated on the basic wage, and in Saudi Arabia social insurance contributions are calculated on basic pay plus housing allowance.

A common mistake

A common mistake is shrinking basic pay and inflating allowances to cut costs. In Egypt this often does not lower social insurance, because allowances count in the insurable wage unless the law excludes them, and it erodes trust when employees discover the effect on their entitlements.
