Are work and disciplinary regulations mandatory for my company in Egypt?

The short answer

Yes, if your company employs 10 or more workers, because Article 137 of Labor Law No. 14 of 2025 requires work and disciplinary regulations. They must be prepared within 60 days of starting operations, reaching that number or the law taking effect, and submitted to the competent administrative authority for review and approval.

Step by step

  1. 1

    Required content

In particular, promotion, transfer and pay rules, violations and disciplinary penalties, suited to the nature of your business.

  2. 2

    Union opinion

The administrative authority asks the competent union for its opinion, and if it does not reply within 15 days of receiving the regulations, it is treated as agreeing.

  3. 3

    Approval by silence

If the administrative authority neither approves nor objects within 30 days of receiving the regulations, they take effect.

  4. 4

    Posting

Post the regulations in a visible place at the establishment, its branches and its work sites.

  5. 5

    What they must cover

Article 4 leaves penalties for harassment, bullying and violence to the regulations, Article 120 refers the rules on combined weekly rest to them, and Article 139 sets the penalties allowed.

  6. 6

    Penalty

Breaching Article 137 carries a fine of at least EGP 2,000 and at most EGP 10,000, doubled for a repeat offense, under Article 283.

A common mistake

Regulations copied from another company or written under the old law do not protect you, because Article 138 makes the disciplinary regulations the place where violations and their penalties are set. Write them for the business you actually run.
