Labor Law No. 14 of 2025 has applied since 1 September 2025 and covers employment relations except state employees and domestic workers. It was published in the Official Gazette on 3 May 2025, and Article 13 of its issuing articles applies it from the first day of the month after 90 days from publication.
Step by step
- 1
Effective date
The 90 days from publication ended on 1 August 2025, so the law took effect on 1 September 2025, the date the Ministry of Labor announced.
- 2
Labor courts
The provisions on the specialized labor courts apply from the first October after the law took effect, which is 1 October 2025.
- 3
Excluded groups
The first issuing article excludes employees of state bodies, including local administration units and public authorities, and domestic workers and those treated as such, unless a special provision says otherwise.
- 4
Foreign workers
The law applies to foreign workers in Egypt on any matter their individual contracts or collective agreements do not specifically cover.
- 5
Earlier rights protected
The law does not affect wages and benefits workers already had before it, under the fourth issuing article, and better terms in contracts and regulations continue under Article 6.
- 6
Workforce statement
Article 36 requires every establishment to send the administrative authority a statement of its workers, their qualifications and wages within 30 days of the establishment starting work, and to update it every January.
Some employers assume contracts signed before September 2025 stay under the old law. Under Article 6, any term that breaches the new law and reduces the worker's rights is void, even if it was agreed before the law took effect.
